Joseph Celentano, P.E.
President & CEO
Mr. Celentano is in overall responsible charge of all activities for the firm. Since becoming President of Gibbons, Esposito & Boyce Engineers, P.C. in 2006 he has moved the company in the direction of continued growth and success. Mr. Celentano also founded HiRise Engineering, P.C. in 1999 and led the firm to become a national leader in construction management services. |
Mr. Celentano’s diverse career working for both private industry and government has allowed him to gain business expertise in finance & management as well as technical expertise in both construction management and transportation engineering. Mr. Celentano has completed design and construction for a wide variety of building, highway, bridge and traffic engineering projects.

Peter Heretakis
Director of Business Development
Peter Heretakis is the Principal / Director of Marketing for Gibbons Esposito & Boyce Engineers, P.C. and HiRise Engineering, P.C. Mr. Heretakis’ diverse career has allowed him to gain valuable expertise in the marketing, financial and engineering sectors. At GEB/HiRise, Peter directs and manages all of the marketing operations including developing and implementing marketing strategies that expand awareness and recognition of the company and clientele development. |
Clients he has worked with over the years have encompassed a wide variety of vertical markets in both the public and private sector. Some of these have included: engineering, environment, financial, municipalities, public agencies (state and federal) and real estate (commercial and residential). He also heads the company Internship program.

Fred Elsayad, P.E.
Executive Vice President
Mr. Elsayad is a Executive Vice President with Gibbons, Esposito and Boyce Engineers, P.C. He is responsible for the firm’s everyday activities, project management, scheduling, quality assurance, and quality control. Mr. Elsayad has over 35 years experience in the design and construction inspection of major Public Works projects in the New York Metropolitan areas and overseas. He has worked as an advisor to the United States Agency for International Development to upgrade the water and wastewater facilities for the three Suez Canal cities in Egypt. |
Mr. Elsayad has been a member of the NYSSPE for over 25 years and has held numerous chapter and state positions. He currently chairs the Chapter’s Professional Engineers in Private Practice Committee and is a member of the Nassau Chapter Board of Directors. Mr. Elsayad has also received the State’s Meritorious Service Award and Nassau Chapter’s Distinguished Service Award.

Robert Ervolina, P.E., LEED AP

Mr. Ervolina is the Principal/Director responsible for managing construction and engineering for both public and private clients locally and nationwide. |
Mr. Ervolina provides our clients with extensive experience having managed a large variety of infrastructure improvement and private development projects. He is in charge of all ongoing infrastructure construction management and inspection projects for GEB HiRise, for agencies that include NYSDOT, NYS Thruway Authority, NYCDDC, and various municipalities. Types of projects within the scope of his department include highways, bridges, roadways, shoreline protection, water and sewer lines and utility infrastructure. Before assuming his current position as Director of Construction, Mr. Ervolina served as Project Manager and Resident Engineer for many GEB infrastructure construction projects.

Harold Lutz, P.,E,
Director of Transportation
Mr. Lutz has decades of experience in transportation and aviation engineering ranging from local roads to international facilities. His extensive experience working with municipalities, private clients, and state agencies includes master planning, roadway alternative analyses, origin-destination surveys, travel demand studies, accident and pedestrian analyses.monitoring and preparation of construction estimates.
